How to install rpm without root access

Please find an image for reference of whats inside the rpm. How can I install an RPM on a machine where I don't have root permissions.

Can we adopt the below method to install rpm to user's homr directory.

Unfortunately caffe has quite a few dependencies and even worse i do not have root access so i cannot install them properly.
