Filezilla server sftp connection timed out

I have also tried Net Drive and putty. When accessing the server via FTP using Filezilla, if it displays connection timeout error, you will need to change the Filezilla settings to resolve the issue. The problem seems to be that Filezilla needs a failed command to notice that the server connection has disconnected. FTP server resources can be protected by placing a limit on the number of concurrent connections the server can support.

FTP Clients can use a Passive or Active mode to transfer files, with Active Mode generally selected as the default.

I have ran system file check to see if any critical files are missing. Set the transfer mode to Passive. Then try to access server via FTP. I have been wondering if there is some windows service that may need to run for sftp but comparing to other computers I can find nothing missing. I have turned off windows firewall and antivirus.
I googled the Connection timed out error and I realized that the first place to check is firewall or router. Steps to resolve timeout issue. Please do the following settings. I can get around this by going to Server-Cancel current operation, Server-Disconnect, Server-Connect then retrying my command. This can be, for example, ls, pwd or cd.
